Personality: Considering Yume 2kki is an exploration game with a silent protagonist, all of this will mostly be based on interpretation of events and objects in the game, added with generally accepted fanon ideas and some headcanon.
What can we learn from Urotsuki from the game? Most of all that she's a dreamer - it's practically all she does in the game, just dreaming. This could be seen as some sort of escapism, especially since she explores big dream worlds in her dreams. And it's true that Urotsuki prefers the dream world over the real world, but it's by far not as bad as other Yume Nikki (and its fangames) protagonists, like Madotsuki who is usually considered to be a hikikomori or Sabitsuki who is (terminally or at least very seriously) ill. Urotsuki is more or less actually a normal girl compared to these two, and this is reflected in the fact that her dream world seems to be much more playful, colorful and generally more cheerful than most of the dream worlds of the other girls. Sure, there are still plenty of weird things and therefore weird things in the real world (like some horror stuff in the tower, most likely) might not faze her as easily, but most of the things are in much better nature than the other games' dream worlds. There's no trauma reflected in her dreams, but more just a fun and colorful world she can explore - a world to escape the real world for a little while in and have fun by herself. This is reflected in the fact she generally doesn't want to go out of her room, if you attempt to go out before you've fully explored the dream world she will just shake her head when she stands in front of the door. So even though it's less bad than Madotsuki's true hikikomori issues, Urotsuki is someone who attempts to escape from her problems in the 'real world' by sleeping a lot.
But why would a girl want to escape the real world into dreams? The generally theory, and the one I will use while playing Urotsuki, is that she's neglected by her parents. Her room is fairly big and luxurious compared to the other girls', which shows that her parents (and therefore her family) is most likely pretty rich. There's a few events in the game which point towards neglect as well, for example the fact that getting the Child effect isn't really easy or an event during one part of the game where it looks like Urotsuki is alone in the 'spotlight' while other people pass by without even noticing her. There's also another child to be found in the game who looks a lot like Urotsuki and is sitting on a bed all alone. Therefore it can be concluded that Urotsuki most likely just doesn't get any attention from her parents (who are probably busy all the time to get more money, even if they do give her gifts judging on how big her room is) and so developed a habit of escaping into her dream world to have fun by herself instead.
The dream world wasn't her first attempt to escape the loneliness of being neglected by her parents though. Judging from the high amount of male characters in the game (especially the more 'important' characters are male) she most likely had quite some boyfriends before in the past despite her age, trying to make up for her parents' lack of love with theirs. Because she was trying to fill the void more than love those guys specifically, she became too clingy time and time again though and her relationships kept being ruined through it. 'Painter-kun', one of the NPCs in her dream world, is most likely based on a boyfriend of hers who was a painter too, and they most likely had a falling out over the fact she thought he spent more time painting than paying attention to her. Another example is Aoshiru, although he's a rather special case - Urotsuki can't interact with him in the dream world without killing him. Since this NPC is found in a hospital-like area of the dream world, it's possible that he was terminally ill too in the real world and then he died - which might have given her a slight trauma of sorts due to her clinginess, thinking it might be better if 'she killed him herself', like she therefore does every single time in the dream world when she meets him. There are quite some other NPCs who could qualify as people she might have liked or dated before, like the guy with the mask. It's worth noting that these NPCs are all fairly hidden away in the dream world too, it isn't easy or straightforward to meet them, and that fact could indeed be interpreted as them being 'painful memories' she's trying to keep herself from yet keeps reliving in her dreams.
Urotsuki, therefore, isn't a complete social recluse the way Madotsuki (and Sabitsuki, up to a certain level) is. She doesn't always lock herself away in her room and doesn't never go out. She has a tendency of trying to run away into her dream world, but she knows she can't always do it. This is also shown by the ending of the game which is much different than the other Yume Nikki games: instead of dying, Urotsuki just walks out of the door and goes outside to face the real world once again. She doesn't want to be a social recluse, especially not since she craves the attention her parents never gave her (as shown in her having had all those boyfriends). She isn't a complete social butterfly either, though, due to her never having had much interaction with her family she skipped a stage of learning how to interact with people. So instead of being completely open and loud, she's more of a quiet or rather soft-spoken girl - not completely unsociable, but more someone you wouldn't immediately notice in the middle of a crowd.
She has her own share of issues due to being a Yume Nikki-game protagonist though, they're just not as heavy as the other protagonists'. Her clinginess as described above is one of them, and on the other hand it can also be said that she has at least some violent urges or tendencies, judging from her use of the chainsaw as a weapon in her dream world (and the fact she instantly kills Aoshiru whenever she interacts with him). This doesn't mean she's completely crazy, maybe more not being entirely stable when it comes to violence or just not being afraid of the idea of using it in general.
So what is Urotsuki in the end? She's a quiet girl, a dreamer, someone who tries to escape the real world and the fact she feels lonely and neglected there by exploring her dream world full of people instead. She has her own issues with (over-)attachment to people and violence (moreso the former than the latter, though) but in the end knows she has to work hard to work hard and get over it, to not give in to hikikomori tendencies or any of the sort. In the end, she's just a normal girl with some slight weirdness and a few issues.
Abilities: Urotsuki is able to use 'effects' she gained in her dream world. These effects seem to be stored in hammerspace and can be pulled out at any time. Some of them are objects she holds or wears, but some cause other cosmetical changes too. In fact, most of them do little more than cause cosmetical changes, but some of them have some extra effects. Notable effects are the bike (which is a scooter of sorts, but I can understand it if she won't be allowed to have that one with her!) and the chainsaw (her weapon, which she can fight with pretty well actually despite being a teenage girl).

[ The girl just starts speaking up directly without any warning as the feed starts. Her expression is almost a little pensive and she nods to herself before speaking on, as if she's almost speaking more to herself than the people on the other side of the feed. ]
